Our customer service begins with providing a detailed, comprehensive proposal and a competitive price.  Our estimators, Donna Harkins, Tom Smoot and Kevin Ely are skilled in developing bids from both blueprints and on-site take-offs.  They use state of the art digitizing equipment and a computer assisted estimating program developed specifically for R.L. Harkins, Inc.  Our estimators also serve as Project Managers, coordinating with customers and supporting our Superintendents throughout the construction process.  Our estimators are assisted by Barry Cooper.
